Reviewing
The editor-in-chief (deputy) determines whether the article complies with the profile of the journal, the requirements for the design, and sends it for a single-blind review. Author's articles that are not in the profile are not returned to the author, the author is notified of the article's non-compliance with the profile of the journal.
1. The reviewers are members of the editorial board and external reviewers – scientists and specialists in the given field (doctors, candidates of science). The submitted author's article is transferred for review to the members of the editorial board of the journal supervising the corresponding branch of science. In the absence of a member of the editorial board or upon receipt of an article from a member of the editorial board, the editor-in-chief sends the article for review to external reviewers.
2. The reviewer must review and send the author's article to the editor within 15 calendar days from the date of receipt or a reasoned refusal to review.
3. The editorial board of the publication sends copies of reviews or a reasoned refusal to the authors of the submitted materials, and also undertakes to send copies of reviews with the author’s name to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request by the editorial board of the publication.
4. The review is conducted confidentially for the authors of the articles, is closed in nature and is provided to the author of the manuscript upon his written request, without a signature or indication of the last name, position, or place of work of the reviewer.
5. The review must contain an assessment of the relevance of the issues considered in the presented article, the originality, and scientific novelty of the research. The reviewer must assess the scientific and methodological level of the research, evaluate the results of the research, assess the reliability of the scientific results presented in the article, and assess the practical significance and importance of the research results for science and practice. In conclusion, the reviewer makes a conclusion on the advisability of publishing the article.
6. The reviewer may recommend the article for publication; recommend it for publication after revision taking into account the comments; or not recommend the article for publication. If the reviewer recommends the article for publication after revision taking into account the comments or does not recommend the article for publication, the review must indicate the reasons for such a decision.
7. The reviewer has the right to indicate the need for additions and clarifications to the manuscript, which is then sent (via the journal editors) to the author for revision. In this case, the date of receipt of the manuscript by the editors is considered to be the date of return of the revised manuscript. The article revised by the author is sent for review again.
8. The review must be signed by the reviewer (include his/her contact information) and certified by the organization’s seal.
9. After the review is received by the editorial board, the issue of the reviews received is considered at the next meeting of the editorial board and a final decision is made on the publication or refusal to publish the articles. Authors who are refused publication of manuscripts are sent a reasoned refusal.
10. If the author disagrees with the reviewer’s opinion, the manuscript, in agreement with the editorial board, may be sent for a second (additional) review.
11. The order and sequence of publication of an article is determined depending on the volume of published materials and the list of headings in each specific issue.

The creation of this policy was prompted by the rise of generative AI* and AI-enabled technologies, which are expected to be increasingly used in content creation. The aim of this policy is to ensure high transparency and provide guidance for authors, reviewers, editors and readers.
For authors
Using Generative AI and AI-enabled Technologies in Scientific Research
Please note that this policy applies only to the writing process and not to the use of AI tools to analyze and extract insights from data as part of the research process.
In cases where authors use generative AI and AI-enabled technologies in the writing process, these technologies should only be used to improve the quality of the text and language proofread the work. The application of the technology should be under human supervision, and authors should carefully review and edit the output, as AI may generate authoritative-looking output that may be incorrect, incomplete, or biased. Authors bear full responsibility for the content of the work.
Authors should disclose the use of AI and AI-enabled technologies in their manuscript, and this should be acknowledged in the published work. Disclosure of the use of these technologies supports transparency and trust between authors, readers, reviewers, editors, and other participants, and promotes compliance with the terms of use of the relevant tool or technology.
Authors must not list AI or AI-enabled technologies as an author or co-author, or cite an AI as an author. Authorship implies duties and tasks that can only be attributed to and performed by humans. Each (co)author is responsible for ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved, and authorship requires the ability to approve the final version of the work and agree to submission. Authors are also responsible for the accuracy and originality of the data reported in the work, the accuracy of the copyright statements, the work must not infringe the rights of third parties, and for confirming that they have read our Ethics Policy before submission.
Using Generative AI and AI-enabled tools in drawings, images, and artwork
We do not permit the use of generative AI or AI-enabled tools to create or modify images in submitted manuscripts. This may include enhancing, darkening, moving, removing, or introducing a specific feature into an image or drawing. Adjustments to brightness, contrast, or color balance are acceptable as long as they do not darken or eliminate any information present in the original. Image forensic tools or specialized software may be applied to submitted manuscripts to identify suspected image violations.
The only exception is if the use of AI or AI-enabled tools is part of the research design or methods of the study (e.g. in AI-assisted visualization approaches to generate or interpret the underlying study data). Such use should be described as such in the methods section. The description should include an explanation of how AI or AI-enabled tools were used in the process of creating or modifying the image, as well as the model or tool name, version and extension numbers, and manufacturer. Authors should adhere to specific policies for the use of AI software and ensure that content is properly attributed. Where appropriate, authors may be asked to provide pre-AI-corrected versions of images and/or composite raw images used to create the final submitted versions for editorial review.
The use of generative AI or AI-enabled tools in the creation of artistic works such as graphic annotations is not permitted. The use of generative AI in cover creation may be permitted in some cases if the author obtains prior permission from the journal editor and publisher, can demonstrate that all necessary rights have been cleared for the use of the material in question, and ensures proper attribution of the source of the content.
For reviewers
Using Generative AI and AI-Enabled Technologies in the Journal Peer Review Process
When a researcher is invited to review another researcher’s article, the manuscript must be treated as a confidential document. Reviewers should not upload the submitted manuscript or any part of it to the generative AI tool, as this may violate the confidentiality and proprietary rights of the authors, and if the article contains personal information, it may violate data privacy rights.
This confidentiality requirement extends to the review report, as it may contain confidential information about the manuscript and/or authors. For this reason, reviewers should not upload their review report to AI software tools, even if this is only for the purpose of improving readability or correcting the text when translating from another language.
Reviewing a scientific manuscript involves a responsibility that can only be assigned to humans. Generative AI or AI-enabled technologies should not be used by reviewers to assist in the scientific review of an article, as the critical thinking and original judgment required for review are beyond the scope of this technology, and there is a risk that the technology will generate incorrect, incomplete, or biased conclusions about the manuscript. The reviewer is responsible for the content of the review report.

This confidentiality requirement applies to all communications about the manuscript, including any notifications or decision letters, as they may contain confidential information about the manuscript and/or authors. For this reason, editors should not feed their letters into an AI tool, even if this is only for the purpose of improving readability or adjusting the text when translating from another language.
Managing the editorial review of a scientific manuscript involves responsibilities that can only be assigned to humans. Editors should not use generative AI or AI-enabled technologies to evaluate or make decisions about a manuscript, as the critical thinking and original judgment required for this work are beyond the scope of this technology, and there is a risk that the technology will generate incorrect, incomplete, or biased conclusions about the manuscript. The editor is responsible for the editorial process, the final decision, and its communication to the authors.
